Relevancy of Gupkar alliance in Kashmir?

Ground Report | New Delhi: Gupkar Alliance has been issued to the press by six political parties of Jammu and Kashmir. In the Gupkar Declaration The National Conference (NC), The Peoples Democratic Party (DP), Indian National Congress, J&K Peoples Conference, the CPI (M), and the Awami National Conference have vowed to fight collectively against the revocation of Jammu and Kashmir’s special constitutional status.

The first Gupkar Declaration was agreed upon on 4 August 2019 before abrogation of Article 370.

 Relevancy of Gupkar Alliance

The objective is to boycott elections to J&K in the Legislative Assembly. Explaining the new law as undemocratic, unconstitutional and backwards-looking saying that the new law allows the land to be transferred to non-state subjects, denying the residents of J&K of their special rights. The parties tried to occupy the special status, autonomy, and to unify in their efforts to protect and defend the identity.

This is important to repeal the basic land laws and to make massive amendments to the agenda of effecting demographic change and disempowering the people of Kashmir. The delimitation exercise in J&K will help the political process in Union Territory to redraw the constituency.

Gupkar Alliance

The second Gupkar Declaration was signed on 22 August 2020 by the six parties, in a joint statement, described the decision to alter the region's status under Article 370 as “grossly unconstitutional”. The parties have unanimously reiterated that there can be “nothing about us without us”.

"We want the government of India to return to the people of the state the rights they had before August 5, 2019," Farooq Abdullah said on October 15 while announcing the formation of the alliance.

He said it is a constitutional battle to resolve the political problem of Jammu and Kashmir in a peaceful manner through dialogue. "We want the political issue of the state to be resolved as quickly as possible through dialogue in a peaceful manner with all stakeholders involved in this problem." He also mentioned “a new struggle, the restoration of the special status of J & K. Our struggle would be Gandhian, as we never believed in stone and bullets.”

The official name - People's Alliance for Gupkar Declaration - was adopted on October 24, 2020. Farooq Abdullah was unanimously elected the alliance chairperson, while Mehbooba Mufti serves as its vice-chairperson. Mohammed Yousuf Tarigami serves as its convenor, Hasnain Masoodi is its coordinator, and Sajjad Gani Lone is its spokesperson.

The Reactions-

Former Brig. Anil Gupta said Gupkar Declaration was a veiled warning cum threat to the central government. BJP’s Ram Madhav Said he needed to visit Srinagar after opposition issues support for Gupkar Declaration.

Pakistan's foreign minister said, “Pakistan endorses the Gupkar Declaration of Kashmir’s mainstream political parties.”

“Good morning and welcome to 2022. A new year with the same J&K police illegally locking people in their homes and an administration so terrified of normal democratic activity. Trucks parked outside our gates to scuttle the peaceful J&KPAGD’s sit-in,” National Conference leader Abdullah, in a tweet, said.

Peoples Democratic Party president Mehbooba Mufti said the Center trumpets diluting Article 370 and dismembering J&K throughout the country “but is deeply paranoid and intolerant when people want to protest against its disempowerment”.
