A middle-aged man allegedly caught on camera raping a dog in Delhi, followed by an FIR lodged against him under the relevant sections of the IPC, shocked people in a shocking incident. They learned that the accused, identified as Pawan Malhotra, had served a respectable post at a private welfare organization until it closed down.

An animal rights NGO lodged the FIR against the accused based on their complaint. The NGO stated in their complaint that the man is a repeat offender and that they recorded the video of him raping a stray dog from under the door of his warehouse in Subhash Nagar.

Several animal activists condemned the act and reflected on the plight of animals by sharing the instance on X (formerly Twitter). A video allegedly surfaced online, showing Pawan Malhotra in a compromising position. The video showed the man getting intimate with a dog and forcing himself on it. As the camera caught the semi-naked man, concerns were raised about his insertion of his private part into the dog, raising concerns about the safety of animals in society.

A volunteer of People For Animals, the NGO, said that "they approached the police to register a case after receiving repeated complaints and video proofs against the accused. They provided all the available details to the cops and requested an FIR."

The volunteer further said, "Despite the FIR, the senior officer intervened and filed it against the accused under relevant sections of the IPC. However, the accused has not been arrested so far."

FIR lodged

The accused lodged a case of unnatural offences (Sec. 377 IPC: Carnal inter­course against the order of nature with any man, woman, or animal). AB, a member of People for Animals (PFA), lodged the FIR at the Rajouri Garden police station on September 14. She reached out to the police to inform them about Pawan Malhotra repeatedly raping stray dogs and pointed out that "if overlooked, the man can be capable of committing hideous atrocities against women too."

"A senior police officer registered an FIR against the accused on September 15 at the Rajouri Garden police station under sections 268, 377, 428, 429 of the Indian Penal Code (IPC) and 11 Prevention of Cruelty to Animals Act. The identity of the accused will be ascertained first as the face is unclear in the video. We will take further course of action as per the law," said a senior police officer.
