Ground Report | New Delhi: Kulwant Kaur Victim of police; The Ludhiana Rural Police on Saturday registered a case against four persons, including a DSP and retired ASI, in connection with the culpable homicide not amounting to the murder of a woman who was allegedly tortured by the police on Friday.

Jagraon police today registered a case against then SHO Gurinder Singh Bal (now DSP, Bhawanigarh), then ASI under sections 304 (culpable homicide not amounting to murder) and 342 (illegal detention), sections 3 and 4 of SC/ST of IPC. Rajveer Singh (now SI, Faridkot), Sarpanch Harjit Singh and Panch Dhyan Singh.

48-year-old Iqbal Singh of Rasulpur told that on July 14, 2005, the police party led by the then SHO Gurinder Singh Bal had picked up his mother Surinder Kaur and sister Kulwant Kaur from home at night and took her to the police station. He was beaten up in an intoxicated state and gave an electric shock to the sister.

The complainant said that due to that harassment his sister was lying on the bed for the last several years and she died on Friday afternoon. He claimed that his sister and mother were brought home from illegal custody by the gram panchayat on 15 July 2005, following which a complaint was filed in the matter, Times of India reported.

Iqbal said that on 21 July 2005, prominent villagers produced him before the SHO, who kept him in illegal custody that day, thrashed him, and showed his arrest in connection with the murder of a woman through the sarpanch of Kothe Sherjung, who was found hanging. 2004. He said that he was later sent to jail.

Gurinder Singh, now posted as DSP Bhawanigarh, Sangrur district said 'Iqbal Singh has fabricated the whole story “I was the investigating officer in the murder of Gurvinder Kaur Pinky, the daughter of the then Congress leader Manpreet Kaur Dhaliwal. The mother had alleged that her two step-sons had killed the girl, but during the investigation, we found that she was murdered by Iqbal Singh in connivance with Dhaliwal as he had an affair and the girl was against it. Iqbal is the cousin of Dhaliwal's husband. There is no medical evidence of his claims that his sister became disabled due to police torture or assault, as is being alleged.

Gurinder Singh said Dhaliwal and Iqbal Singh tried to bribe me so that I can close the case but I filed another FIR against them for trying to bribe me. They simply have a grudge against me for years as my investigation has proved their involvement in the murder case,” DSP Gurinder Singh told Indian Express. "They had also implicated me in a false gang rape case which was closed after investigation."
