In a recent announcement, Nitin Gadkari, Minister of Road Transport and Highways, revealed that the ministry has developed the Vehicle Scrapping Policy, which aims to create an ecosystem to phase out the oldest, unsuitable, and polluting vehicles across the country.

The policy focuses on the voluntary scrapping of commercial and personal vehicles based on their suitability, regardless of age. Such vehicles have raised environmental and road safety concerns, and this initiative presents a significant step to address them..

On July 1, 2023, the Registered Vehicle Scrapping Facility (RVSF) had already scrapped a total of 11,095 private vehicles. This policy has a far-reaching impact, considering its implications for improving air quality, road safety, and sustainable transportation practices.

Key Policy Highlights

  • This policy intends to address the problem of old vehicles by encouraging their voluntary scrapping. Primary criteria for scrapping will be fitness, rather than relying solely on the age of the vehicle. The innovators intend for this approach to make a significant difference in reducing pollution caused by older and unfit vehicles on the roads.
  • Government Participation: The Ministry has entrusted the task of disposing of old vehicles to the Registered Vehicle Dismantling Facility (RVSF). We establish these facilities in accordance with the guidelines set forth in the Motor Vehicles (Registration and Duties of Vehicle Breakdown Facilities) Rules, 2021.
  • Market forces and the condition of the vehicle determine the compensation awarded to owners of vehicles scrapped under this policy. The Ministry of Steel has distributed guidelines for determining reserve prices and service charges for auctioning government-owned vehicles.
  • The RVSF carries out the scrapping process of vehicles in an ecological manner, following the rules described in the notification GSR 653 (E) dated September 23, 2021. These facilities ensure that the scrapping process is environmentally sustainable and adheres to prescribed standards.
