Unlock 5.0 guidelines: Schools, Colleges to reopen from October 15

Central Government has released the guidelines for unlock 5.0. Under this, the Center has left the decision over the states to open schools, coaching institutes. The state will be able to decide on its own whether to open schools and coaching institutes after October 15. However, this would require the approval of the parents of the children.

State / UT Governments are allowed to take decision to open schools, colleges, educational institutes and coaching institutes in a phased manner and 15 October, given the conditions Decisions will be taken to reopen them after 2020.
Online education / distance learning will continue and will be encouraged continuously.
Schools that are running online classes and some of their students want to study online instead of being physically present in school will be allowed to do so.
Students’ attendance in schools will be applicable only with the written consent of the parents. For these, the State / UTs will formulate their respective SOPs keeping in mind the local requirements based on the SOP to be issued by the Ministry of Education, Government of India.
On the other hand, the Department of Higher Education and the Ministry of Education can take decisions with the advice of the Ministry of Home Affairs to open colleges / institutions of higher education. Online classes and distance learning will also be continued here and encouraged.
For PhD students of higher education institutions and post-graduate students with science-technology posts, starting labs and practical classes will also be allowed from October 15, 2020.
To reopen all these institutions, the decisions of the concerned State / Union Territory Government will have to be compulsory.

The State and Union Territories will prepare their SOP regarding health and safety precautions to reopen schools and institutions based on the SOP issued by the Department of School Education and Literacy of the Union Ministry of Education. Schools that are allowed to open must compulsorily follow the SOPs issued by the education departments of states and union territories.

The Ministry said that the Department of Higher Education, under the Ministry of Education, can take a decision in consultation with the Ministry of Home Affairs on the basis of assessment of the situation at the time of opening of colleges and higher education institutions.

However, higher education institutes will be allowed to open from October 15 for PhD and postgraduate students in science and technology subjects. Science and technology require laboratory and experimental work.

The ministry said that the lockdown will be strictly enforced till 31 October in the Containment Zone. The Home Ministry reiterated that the states would not impose any local lockdown outside the content zones without consulting the central government.
