A sitting judge in Milwaukee, Wisconsin, has been arrested for allegedly obstructing a federal immigration arrest. On April 25, 2025, FBI agents took Milwaukee County Circuit Judge Hannah Dugan into custody. The arrest stems from an incident on April 18 when Dugan reportedly intervened to help a man evade immigration authorities inside the county courthouse.

According to federal officials, Immigration and Customs Enforcement (ICE) agents were attempting to detain Eduardo Flores-Ruiz, a Mexican national wanted for immigration violations, after he appeared in court for misdemeanor charges. The agents claim Judge Dugan directed him to leave through a side exit, allowing him to avoid ICE officers positioned at the main courthouse doors.

Flores-Ruiz was later arrested outside the courthouse, but federal prosecutors allege the judge’s actions delayed the enforcement operation and amount to obstruction of justice. Dugan now faces two federal felony charges: obstruction of justice and concealing an individual to prevent arrest.

Who is Hannah Dugan?

Hannah Dugan is a Milwaukee County Circuit Court judge with a long legal background. She has served in the judiciary since being elected in 2016. Before her judicial role, Dugan worked as a public defender and also held leadership positions in local nonprofit legal services. Her legal career has often focused on representing underserved communities.

She earned her law degree from Marquette University and has been active in Wisconsin’s legal circles for decades. Her supporters say she has always upheld due process and fairness in her courtroom. Dugan has not commented publicly since her arrest, but her attorneys maintain that she acted within her legal authority and did not knowingly interfere with federal operations.

Supporters of the Trump administration claim the judge acted unlawfully and that her position should not shield her from accountability.
