Ground Report | New Delhi: Ukraine president Kyiv; Ukrainian President Volodymyr Mirzelinsky has accepted Russian President Vladimir Putin's proposal and is ready to discuss peace and a ceasefire. "I have to deny the allegations that we refused to negotiate," the news agency quoted Sergei Nikiforov, Zelensky's press secretary, as saying.

In a statement issued on Facebook, he said that Ukraine has always been and is ready to discuss peace and ceasefire. "This is our permanent position." He added on his Facebook account that he had accepted the Russian president's proposal.

According to Nikiforov, consultations are ongoing on the venue and time of the talks. He said that the sooner the talks start, the more likely it is that normalcy will be restored. Russian presidential press secretary Dmitry Peskov had earlier said Putin was ready to send a delegation to Minsk for talks with Ukraine. Nikoforov's statement was also posted on the website of Ukraine's state news agency.

Following the Russian invasion of Ukraine, the US government has announced sanctions against Russian President Vladimir Putin and Foreign Minister Sergei Lavrov, as have European countries.

According to the news agency Reuters, this is an unusual move by the United States to impose sanctions on a head of state, which is aimed at increasing pressure on Moscow to stop the invasion of Ukraine.

The statement said that "these sanctions against any head of state" were "extremely unusual" and that Putin had been placed on a shortlist of leaders from North Korea, Syria and Belarus. Further action may be taken against them.

White House spokeswoman Jane Sackie told reporters that President Joe Biden had decided to impose sanctions on Putin, Lavrov and other officials after talking to European Commission President Arsala von der Leyen on Friday.

The US Treasury Department says other sanctions imposed this week have targeted Russian banks and the Russian financial system, barred Russia from accessing key technologies and limited Moscow's ability to raise funds. ۔
