According to the plan, stores in markets and shopping centers that deal with non-essential goods and services will be allowed to open according to the odd-even formula between 10 am and 8 pm, while one weekly market per municipal area will be allowed at the half of the providers' capacity. Restaurants will operate at 50 percent capacity between 8 am and 10 pm, bars will open between 12 and 10 pm also at 50 percent capacity. Schools, educational institutions, cinemas, banquet halls, auditoriums, spas, gyms, and entertainment parks will be closed.

Delhi's metro and buses will be able to operate at 50% capacity. Delhi government offices will call 100% grade I officers, while private companies will be able to call 50% of staff between 9am and 5pm. Gyms and yoga centers will also close. There will be a total ban on social, entertainment, religious, political, or festival-related gatherings. Sports complexes, stadiums (except national/international sporting events), entertainment parks will close.

At weddings and funeral-related gatherings, 20 people will be allowed each. But banquet halls will not be able to host weddings.
