No govt job, no passport clearance for 'anti-national' elements in J&K

Ground Report | New Delhi: No govt job, no passport; In a major crackdown on "traitors" and stone-pelters, the Jammu and Kashmir government on Sunday issued orders banning passport clearance, no provision of government jobs, among other restrictions.

The CID's special branch Kashmir has directed all units to deny security clearance to those involved in law and order threats, stone-pelting, and other crimes prejudicial to the state's security. All digital evidence and police records will be taken into account.

Earlier, an amendment in the Jammu and Kashmir Civil Services (Verification of Character and Antecedents) Directions, 1997 by the Union Territory Administration made a satisfactory CID report mandatory for getting a government job.

No govt job, no passport

"All the field units of CID SB-Kashmir are hereby directed to ensure that during verification related to passport, service and any other verification related to Government services/schemes, the subject's involvement in law & order, stone pelting cases and other crime prejudicial to the security of the state be specifically looked into and same must be corroborated from local police station records," according to a circular issued by the Criminal Investigation Department, Special Branch-Kashmir.

In this circular, a report should also be taken from the concerned police station for the identification of such persons. Apart from this, security agencies and police also have CCTV footage, photographs, videos, audios, and photographs of such people taken through quadcopters, their help should also be taken.

Earlier, an amendment in the Jammu and Kashmir Civil Services (Verification of Character and Antecedents) Directions, 1997 by the Union Territory Administration made a satisfactory CID report mandatory for getting a government job.

It will be mandatory to disclose whether any family member or close relative is associated with any political party or organization or has participated in any political activity, or with any foreign mission or organization, or any prescribed/prohibited/prohibited organization such as Jamaat-e-Islami.

Domicile certificate

The Jammu and Kashmir administration had also announced to issue a domicile certificate to the husband of the native woman. In 2020, the Union Cabinet approved the Jammu and Kashmir (Adaptation of State Laws) Second Order, 2020 issued under section 96 of the Jammu and Kashmir Reorganization Act, 2019.

The order modified the applicability of domicile conditions under the Jammu and Kashmir Civil Services (Decentralization and Recruitment) Act to all levels of jobs in the Union Territory of Jammu and Kashmir. According to the rules, a person residing in Jammu and Kashmir for at least 15 years can be considered to be a domicile of the Union Territory.
