Human rights violations continue in Kashmir

A report on human rights has come out in Jammu and Kashmir stating that since the repeal of Article 370, there has been a gradual violation of human rights in the state. The Forum for Human Rights has released this report.

Human Rights in Jammu and Kashmir, co-chaired by former Supreme Court judge Justice Madan B. Lokur and former J&K interlocutor Radha Kumar highlighted how counter-insurgency concerns continue to be prioritized over the public.

This is the second report of this forum on human rights in the valley after the removal of Article 370 in Jammu and Kashmir. Issues such as civil safety, safety of women and children, availability of health facilities, industry and employment are included in this report, as well as the impact of the lockdown due to the cause of covid.

The conditions of August 2020 to January 2021 have been mentioned in this report.

According to the report, the situation of civil security in the state remains worrying, as well as the situation has become more serious due to the lockdown. Since last year, many civilians and security forces have died in IED blast, grenade attack and cross border firing.

The arrest and detention of politicians and activists in Jammu and Kashmir continues. Civilians have died in cross border firing and terrorist attacks and many houses have been destroyed. Several restrictions have been issued on the Internet by the Jammu and Kashmir Home Department in the state.

The lockdown imposed due to Corona epidemic has had a bad effect on the state's economy. The government of Jammu and Kashmir had ordered all private schools not to collect admission fees, but many schools did not comply with this order of the government. Tuition fees, annual and transport fees were recovered after the approval of the fees-determining committee, which was quite difficult for parents at the time of Corona.

Due to Corona, Internet ban and electricity problem, students had to face constant difficulties during the winter season.

At the same time, crime against women in the state has also increased. The Forum for Human Rights questioned the Mehram Women's Cell, an NGO operating in Kashmir, in this connection. According to the NGO, there has been an increase in cases of domestic violence against women in the valley. Apart from this, in the last few months, the army and government officials have also been accused of having sex misconduct.

In Jammu and Kashmir, many basic facilities have been affected due to lack of government and leadership. These include drinking water, better roads, electricity supply, lack of medical facilities and slow internet due to slow internet.Due to the corona virus, the number of patients in hospitals increased but there was a shortage of medical staff, as well as complete lack of medical facilities. Due to lack of clean drinking water, people had to face a lot of problems and forced to consume contaminated water, which caused health problems.

The economy of Jammu and Kashmir has been badly affected during the lockdown in the Corona epidemic. Jammu and Kashmir was ranked 21st among other 36 states and union territories in the Ease of Doing Business survey.During this period, the economy of the state has been hit twice due to the shutdown of the Internet and the lack of continuous power supply. For many workers, this winter season was not good in terms of production, because the power shortage had a direct impact on their work and system.

Due to shortage of migrant laborers due to ban on movement of trucks in the valley, agriculture and horticulture work was badly affected.

At the same time, tourism industry was affected due to the High Court's ban on any kind of work in Dal and Nigin Lake. On the other hand, the unemployment rate in Jammu and Kashmir rose rapidly.

For the last 6 months in the state, many groups had to work under payment delays, troubles and difficult circumstances. These organizations include university employees, forest employees, village defense committee members, engineers, home guards, hospital workers, daily wage earners, non-migrant Kashmiri Pandits.
