Ground Report | New Delhi: The Indian Institute of Technology (IIT) Delhi has suggested that Delhi needs to be prepared to deal with 45,000 COVID-19 cases a day, requiring 9,000 patients to be hospitalized in the worst case if the third wave of the epidemic hits the national capital. A report has also been filed in the Delhi High Court on behalf of IIT Delhi. It says that Delhi will need 944 metric tons of oxygen daily to overcome the possible third wave.

Titled IITD Review and Recommendations for Management of Oxygen during the Covid-19 Crisis for GNCTD, the report draws three scenarios in case of a third wave. The first scenario takes the basis of the number of infections observed during the second wave, hospital admissions and the amount of oxygen supply, the other two scenarios increase the ranges by 30% and 60%, respectively.

After going through the debate, a bench of Justices Vipin Sanghi and Jasmeet Singh asked the Delhi government to file a chart within four weeks, indicating the deadline within which IIT implemented several steps as per the recommendations made by IIT Delhi. The report has produced three possible scenarios of a possible third wave. The first scenario takes the basis of the number of infections seen during the second wave, hospital admissions and the amount of oxygen supply, the other two scenarios increase the ranges by 30 percent and 60 percent.

A report by IIT Delhi has warned of increasing Covid infection in Delhi. The report of IIT Delhi states that in the third wave of Covid, the capital has to be prepared for 45000 corona infection cases daily. During this time, around 9000 people will have to be hospitalized every day.

The IIT Delhi report mentions three situations.

• In the first situation, the number of patients, the number of people hospitalized, the need for oxygen has been estimated when conditions like the second wave of Covid are present.
• The second position is on requirements after new cases increase by 30 percent.
• The third condition is a 60 percent increase in the number of patients. In such a situation, it is estimated that more than 45 thousand cases a day.

A Delhi High Court report states that 944 metric tonnes of oxygen will be required daily to overcome the crisis. In this case, a bench of Justice Vipin Sanghi and Justice Jamsit Singh of Delhi High Court sought a time-bound statement of what steps can be taken on the basis of recommendations made by IIT Delhi to the Delhi government within four weeks.

During the hearing, IIT-Delhi professor Sanjay Dhir took the judges through the findings. Based on the data provided by the AAP government, Dhir listed some challenges for the state to improve Delhi's oxygen infrastructure. They said that increase in storage capacity, improvement in supply lines from outside Delhi, over-pressure swing adsorption (PSA) plants and shortage of cryogenic oxygen tankers were measures to address the high demand for efficient management of oxygen demand-supply Should be done immediately. Following are some general recommendations for Delhi Covid-19 Integrated Control Center:

• Integration and other utility systems must have thorough verification and security checks Specifically data is organized like obtained from ICMR portal through GSDL, CoWin Portal, Delhi covid-19 Management Portal, GPS (LetsTrack) feed from oxygen tankers, and
  Data collected by State and District level call centers on excel sheets. in future Metering device data can also be mapped to monitor oxygen status.
• All IT systems provided by various stakeholders such as NIC Delhi, Cloudstrats (with) Microsoft support), LetsTrack, Amazon India, Google India, Whatsapp and Samagra Governance needs to be centralized for real time data analysis.
• Data needs to be verified and quality checks should be done with utmost care and careful. Bug in system should be preferred for high, medium and low it will help The most important part to be fully functional.
• Software can be released in a phased manner i.e. versioning can be maintained.
• Also, disaster management techniques should be considered for exception management.
• The current data should match exactly with the portal data especially for all manual entries.
• Pages, specifically the ICCC Dashboard.
• Exception handling has to be implemented in an efficient manner.

Delhi government's standing counsel Rahul Mehra said the 13-member task force is already working on preparations for the third wave. “On the instructions, broadly, we are all on the same page. We will definitely implement as far as possible”.
