Ground Report | New Delhi: The Delhi government has finally allowed home delivery of Indian and foreign liquor through online web portals and mobile apps in the capital, a clear legal provision has been made. The Delhi government has allowed home delivery of liquor under the amended Excise Rules. 

The Delhi Excise (Amendment) Rules, 2021 were notified on Monday, according to which license holders have been allowed home delivery of purchased liquor through the app or website. The rules also allow the necessary license holders to serve alcohol in open spaces such as terraces, courtyards of clubs, bars and restaurants.

License required in Form L-13

According to the Delhi Excise (Amendment) Rules, 2021 in the Gazette notification published on Monday, sellers who have L-13 license will be allowed to make home delivery of liquor. Home delivery of liquor through L-13 license can be done only when the order is made by mobile app or online web portal. Apart from this, this delivery will not be done at the address of hostel, office and any institution.

"Only those who have L-13 license will be able to make home delivery. Apart from this, they will be able to make home delivery of the same orders, which have been booked through mobile applications or portals. A special portal has been developed for this. Even before this, home delivery to liquor vendors was not completely restricted, instead sellers with L-13 license could make home delivery. However, this delivery was for the same orders that were placed via e-mail or fax (not over the telephone).

Earlier, the Chhattisgarh government decided to take home delivery of liquor during lockdown in the state. Home delivery of liquor was started in the state from May 10. The State Excise Commissioner sent a proposal to the Excise Department of the government regarding the home delivery of liquor later the proposal was approved by the government on 8 May itself.
